Construction has begun on a six-story, 119-apartment affordable building in Fremont's Central District at 3440 Walnut Avenue, the initial phase of the Capital at City Center. Brookfield Residential and Pacific West Communities are developing it, with 118 units deed-restricted for households earning 30% to 70% of area median income.
