SAN JOSE – A man scaled the more than 20-foot-tall wall that partially encircles the rotunda at San Jose City Hall on Tuesday afternoon.

San Jose police officers including a crisis negotiator went to the scene and asked the man to come down, but they ended up leaving when he ignored them, said Sgt. Enrique Garcia.
