San Jose’s costly, short-lived attempt to turn dilapidated state-owned trailers into a safe haven for homeless residents during the COVID-19 pandemic has sparked public skepticism on whether its latest $17 million homeless housing endeavor will succeed.

With a homeless population of more than 6,000, the nation’s tenth largest city is developing three “Emergency Interim Housing” sites with dorm-like, modular units for homeless residents — 78 shelter beds at Bernal and Monterey roads in South San José, 120 beds on a Caltrans property at Rue Ferrari next to Highway 101 and 108 beds east of Willow Glen on Evans Lane.
